how to get more fps?

i have a i5 12400f and a 3080 12gb,32gb,nothing goes up 60% of usage and my game even in low don`t go up 110 fps.my monitor is 165hz,i dont know what is holding the performance,the game is in a m.2

ssd,nothing is at 100%
in orbit the game goes over 300fps,in peace places is like 170,in action 110,no pc parts are in 100%,all temperatures under 60C

Have you overclocked anything and or have you set your RAM to XMP profile?
Definately should run better with those parts.
You didnt tell your gaming resolution though, are you on 1080p, 2k or 4k?
