yes, it's absolutely huge, and the fact that by going from 9 to 10 resilience you get a whole 10% damage resist definitely incentivizes 100 resil

9 to 10 is 8% but yea in PvE its almost required to least be 8-9 for normal content if you are doing end game like GM's or master versions 10 is pretty much needed given the dmg take

yeah it applies to all classes, titans have it a bit easier since resilience lowers their barricade cooldown

It really comes down to your personal preference in stats. You could have a 1000 resil and still die because although resil is good its not teh only thing that should be invested in
