no because the devs cant standardize power deltas

it used to be like that but ig people complained about having to do -40 portal activities so portal recieved unique deltas for each difficulty

just keep playing portal activities, they removed the need for the 1/20 chance to get a prime engram to drop at the end of portal activities

the same way you got to 400 can get you to 550
