Marksman Dodge does, but Rain of Fire doesn't. Marksman Dodge is a Reload while Rain of Fire is a Magazine Refresh, which are technically different triggers for perks

Though they might've set Marksman Dodge to a Magazine Refresh after they updated it to also gather nearby bricks and reload your reserved weapons as well. Not sure, haven't toyed with it in a while

You can check where catalyst for each weapon drops from collections -> catalyst. Most are world drops, some are from exotic missions (same as where you got them), some have quests given by Banshee, some drop from nightfalls or crucible only, etc.

Earlier private crucible had a super high chance of dropping these catalysts. Comp crucible probably performs this role now, I got most of my remaining catalysts (random world drops) from comp crucible. Xur also has 2 catalyst selections each week
