Game prioritises location, etc. before skill bracket. With so few players on, you're getting matched with whoever is available. I've generally found Saturday to be the best day. Most sweats are done by Friday but still there are plenty of regular players. After that, it's only sweats

The loot pool for the secret chests is whatever you already have unlocked and the tiers vary. You’ll most likely get T3s with a chance at T4s and T5s. When feats are enabled however, it corresponds to how many feats are enabled I’m pretty sure
