It was for different reasons to Sunsetting, Bungie wanted people to play with the new tiered loot instead of just using the exact same things they'd always been using. Since we know without a doubt that tiered gear is better than old gear, ESPECIALLY class items.

It doesn't have as much of an impact until you start getting T3 gear. And T5's where it really makes a difference.

Prismatic does get Deadfall, so it has no impact on who uses that, still a Prismatic super all the way.

A T3 weaken is going to probably pull Tether back into being almost required, especially with it now sticking onto enemies.

Tractor Cannon no longer replaces it. Also, Suppression nades no longer Suppress you, so they're a lot more friendly to use.
