technically, no -- your guns Fall Off is increased by 1 Meter for every 10 points of Range, Fall Off just means when the gun starts losing damage

shotguns base Fall-Off is 5 meters but most of them will fall off around 10 meters because of their base Range

then there's also the guns natural spread pattern / recoil

shotguns are tremendously held back from going 20+ meters with their Spray patterns, but Slug frames can hit for strong damage up to 30 meters despite still having the 5 meter fall off

then you have Hand Cannons which have a shockingly MASSIVE range, but their reticle hitting an increasingly smaller (farther away) target makes them harder to use at range

they two-tap on the kinetic / melee swings / lunges if you have 170+ Melee stat because the damage scales off that instead of Weapon

if you get shot by the slug you can be two-tapped too, and it can SEEM like they were cheating because it's a projectile, meaning the damage happens at a delay

but if you get DING, DONKED twice and their melee stat is below 170 and they didn't have any buffs they're cheating
