Did some mental math, best you could do is base 150 weapon, 1 small mod, facet of ruin, 5 weapon stat tuning (total 190)+ 100 super, facet of justice + 4 mods+ 3 fonts (total 200 super)

So even with perfect armor you can't get 200 super+200 weapon without sacrificing more than 1 surge mod on your legs
