no, the whole unlocking the mission part can be done solo, the actual mission requires you to be in a fireteam of 2 (so 2 people in the fireteam INCLUDING YOU, so it's a duo mission)

once you unlock the mission you can launch with whoever you want as long as they also unlocked the mission
