They don’t have enough money to pay enough devs to make one and their current release schedule doesn’t allow enough time for the devs who are there to overhaul the sandbox enough to implement a new element, let alone design a new element. Think about how many people got laid off right after prismatic dropped and that was just the other subclasses + some shielded ads in the new campaign missions
