The Darkblades are more common than the Brood Queens, and those guys are mean, but predictable.

Going up against a group of boss level Darkblades is quite a feat. They're relatively slow-moving until critical health is reached. Then they go berserk.

Or it could be that if you load in from a checkpoint then it drops T1. So you need to do a run through to get T3. (Any chests you can pull from outside any encounter like at DSC would drop T1 if you haven't cleared the raid.)
