the tuning isn’t incorrect, boss hps are where they intended them to be, the bug is not contest specific, the game is applying a multiplier (somewhere around 0.7-0.9x) to every number you actually. see when you are shooting

resulting is a massive damage loss, it exists even in on light contest or normal raids but is less of a problem as the % loss at 0 power delta compared to -35/40 or whatever DP is set at is amplified massively

There is speculation that boss damage all through the game is bugged. If you go to the shooting range and summon a boss, the damage number pop up and the display do not match. The display is almost exactly 33% less. Could be intentional for bosses though.
