on the leftmost side of that screen, there should be an icon with a sniper and a triangle on it. unlock that

it's anti barrier sniper rifle which lets snipers shoot through barrier champion shield, stunning it

you can kill him with it too but you just need to break the shield with it to stun him

But when the hob goblin shields he full heals instantly. Or does breaking his shield fix that?

Yup, you could also use sidearms with the anti barrier sidearm instead, or if you have a means of getting radiant, volatile rounds or unravel rounds, those also can break the barrier

And there's some exotic weapons that have them intrinsic without a seasonal artifact mod (well known ones are arbalest, eriana's vow and wishender)

radiant is a damage buff that works on every weapon
while volatile and unraveling rounds only work on void and strand weapons respectively

and instead of buffing damage they give the weapon explosion/aftershock effects when shooting

Ya it doesn’t seem to matter. I switch to my sniper as fast as I can but it already full heals and even though it breaks the barrier, it’s too late and I get wrecked

I must just suck too much for this game

you're just not use to it yet, you'll learn when you can & can't do things

what you do is use the weapon, in this case the sniper to stun them, then swap to something a bit stronger, like a rocket & nuke them down while they're still stunned
