okay so the issue isn't the difficulty, it's the fact difficult content has exploits for low-skill play

very few games actually radically change enemy behavior at higher difficulties. i think doom eternal did it for some very specific challenges and helldivers 2 does it at the lowest difficulty like 3 and under

destiny kinda does this where in regular campaign story missions enemies will miss you more at low health

and some people suspect raid contest mode enemies are more aggressive but IDK if thats ever been confirmed
