There isn't a direct quest. Be in a fireteam where between you you've acquired each of the broken blades from fishing, and then boot up deepdive and interact with all 3 statues.

Rockets isn't always the best for everyone and if people are 1 phasing with acrius and 2 phasing with thunderlord all the power, it shows us other things are good becides rockets
