An old unimportant world of mine is stuck in darkness. Except for one part at the top which is bright. I have no clue why, and I cannot fix it. This world is not terribly important, but I would like to know how this happened.

Might as well add my other issue here. Adding velocity to an object while it is on the ground does not move the object at all, even though the Map friction and object friction are both set to 1

Okay it appears that this has been fixed, and Friction=0 means zero friction

Before friction 1 meant no friction and friction 0 meant full friction

yes! we kind of ghosted that change in the last patch, now Friction should make more sense

in this world, you could attempt to fix by calling Map:RefreshModel and/or Map:ComputeBakedLight
as I recall, one of these map models had a stored baked lighting that's completely dark, check if you're using the one that should be fixed aduermael.hills

ok this version of that map should be alright, you must be stuck with a cached map with black baked light 🤔
you could try to clear your cache
