This happens in and out of Safe Mode

then you probably have a borked os

you can try factory resetting it

if that doesnt work unlock the bootloader and flash a full stock image

it can also just be a weird bug thats on the build ur currently on

you can just backup downloaded files with a cable

put it in file transfer mode

might be handy if you get localsend then

on pc and phone, it allows you to send files over wifi to devices like quickshare does

might be easier

or you can make a backup to google drive directly if you have enough space

for factory reset you can also enter recovery mode and reset through there

you can get in recovery mode by turning the phone off then holding either power on button and volume up or down
