Sometimes I want to let a phone call ring through and do stuff on my phone. However, if the device is locked, I'm unable to do anything related to unlocking it without answering or declining. Is there a way around this?

don't think so, it appears to be a standard thing itself, the only thing i might try is just to press the power button or try to swipe up (if you use gestures for navigation) but i think those usually decline the calls, if you use a specific communications app (like whatsapp for example) you might want to try the "reject with message" function, don't really think there is a way to 'ignore' the phone calls without declining them

I've already tried all of those things unfortunately; swiping up is not possible without answering (it will show the white pill/bar, but it also drags the answer button). This feels like a huge, longstanding oversite considering it's only an issue when the phone is locked...

Yes those were all things that I tried. They silence the vibrations, but the full screen overlay of the call still doesn't go away. It's ridiculous.

If you answer or decline a spam call, it signals to them that the phone number is valid/in use, and they add you to a list shared by many scam call centers (which means more spam callers).
I would have less of an issue if something like silence unknown callers was a feature that existed
