Yes, turn off "smooth display" in settings.

Ooh, I read the question again; it should automatically turn itself off... You might need to wait for another software update because I've had this problem with my Pixel 7 before

I wish mine would be stuck at max. I can't get it to stay at max in Maps and apps that use the Camera. There was a workaround in A13 but it's been broken.
