I've had a fully upgraded barracks and fully upgraded underworld hub for ages, but when I try to use the underworld hub to get in touch with a new recruit it just says there are no recruits currently available. I have 9/16 in my roster/ barracks. Any idea why there are no more recruits ever available?

this is because not enough recruitable characters have been released into the game yet. TB has said more will be coming sooon
