airships conquer the sky sea
there is no way both of those get in in the same dlc
and thats assuming either get in at all 
there is no way water is in a dlc

The fleets make an agreement to fly to the nearest landmass
(they are scared of water)
do they also make an agreement that the intercepted fleet will spontaneously combust if the intercepting fleet wins the battle?

the only way i would see this happening is a rebalance from ground up, making Airships less easy to ob- and maintain more of a mid to endgame thing, while landships, land troops, boats and such things become a larger focus. otherwise ships and such things just have no real point.
and those changes would rob the game of what it is, its about airships.
boats could be the watery equivalent of landships, so much cheaper than airships, and still move freely in water instead of being restricted to roads, so they could also intercept air fleets
and attack coastal cities
which will be renamed El Alamein, Omaha or constantinopole
dont forget to add a wetship-only conquest achievement for those masochists who would do so on vhard/imperial
"impossible" --> complete a very hard or imperial conquest with only wetships
that would only be possible if all towns have direct access to the sea
if a state has none there is no way to get everything with diplomacy
landships only on very hard is easy (traumatic)

Whether dlc or a airships 2 conquer the waters, i just thought it would be good idea, subs would be like airships with water drag and have to be sealed
boats used to transport landships, just an idea i thought would be cool ^^ But ofc anything water based with buoyancy will be harder to code.
