APDS cannon was suggested many times before, it will very much most likely not be part of the vanilla game
thus, mod it in yourself

Why would Sabo rounds exist in a game that ends with like ww1-ww2 tech at most XD

you could argue it is historically inaccurate to use it on ships, but i don't think that's relevant

This is really weird and unwitting for the game
but we have guided missile
steampunk clockwork technology
apds is still ww2 tech
it's just a round composed of four pieces which separate upon exiting the barrel
interwar tech
which is around where the game kinda stops, tech-wise
with advanced metallurgy they can do that
also you could assume that this is precisely what the extra damage of advanced metallurgy does, in your headcannon, if you want
maybe that's more about projectile nose being more resistant and less prone to shattering/harder upon impact
