What if there was an age where income in all cities and capitals (not towns) reduced depending on their reputation and the territory they have (due to a few AI-controlled terrorist groups that behave and are displayed like the Plague mechanic, but also commit random Espionage acts) and the only way to solve it is to spy on cities where certain terrorist cells are present, in order to restore some lost income gain, and slow the spread of terrorists from "infecting" the rest of your cities.

However, the more spying on syndicates are commited, the more agressive the terrorist AI becomes, leading to a Breaking Point: an event in your capital or most heavily defended city that causes a 'monster' to appear: in this case, a suicide bomb with high blast damage and radius. If the blast destroys more than half of your buildings, it will cause unrest to rise across your nation. However, if the suicide bomb airship is destroyed, it will weaken the terrorist group for 6 months after the battle, before another Breaking Point can be made.

Basically, the age starts annoyingly, but near the end, it becomes a tense battle against suicide bombers.
