Example: Perhaps a foundation module for durability but limiting placement, or a weapon designed to deal with airships at a longer range using torpedoes/similar weapons.

foundations could also be more interesting by incorporating small amounts of storage or some other function

An additional function of foundations or the soldier bunk/barracks could also be buffing non stone armor types

As to make them more viable for buildings without effecting performance on airships

yeah, buffing armour isn't really something needed for buildings

again, the main issue for building is not their durability (big buildings can be horrifyingly durable), but entirely their lacking firepower

japan is also like 50% hills and mountains, so bringing in big cannons wasn't as big of a thing for them

The only ones that seem properly nice to me are turrets just because they have good firing angles anyways but their not spectacular
