Fort at Philips burg, tales of a seahawk

AHA I am sure this is a bug
the fort at philips burg is shooting at me. It is in dutch hands, I fly the dutch flag and have good relations with the dutch
yet they shoot me and the game does not register it as combat
also they do not seem to shoot the french
I am playing the default campaign and barely did the main quest but it seems the game has given the fort french ai or something

yes, it's a bug, I found it long time ago but haven't fixed it yet cause I need to fix the whole fort as well... will be fixed
