Hey, I got a headcanon of my own in regards to the Goat (I shared it on Reddit originally, but I thought I'd share it here with you as well):

The Goat views their cult as nothing but a means to an end, using them for labor, sacrifices, hedonistic pleasures, etc. Personality-wise, they come off as quite arrogant, eager to start or jump into fights, callous towards their followers, rowdy when they want to be but seem to be hiding their emotions behind their brash exterior and hedonism.

In their universe, the crown they wear belongs to Shamura rather than Narinder and the Goat was a warlord for the Bishops, but became corrupted by the bloodshed they caused and their desire for power, and thus the Bishops had them executed, believing they'll try and overthrow them as leaders of the Old Faith eventually, only to meet Shamura and create a cult in their name.

Implying The Lamb only sees the cult as something to take benefit of, same as Goat, but they use their power in different ways, one with lies and other with power

That's fair play. The Lamb treating their cult like a family is probably from how I play the game (and thus, MY personal head canon). Given how cult leaders in history are, perhaps the Lamb being a more deceitful and manipulative leader to their followers is more likely to be their canon personality.
