Unable to declare new doctrine/doctrine at max | Massive Monster | Page 1

I've only unlocked a few doctrines so far, but it's saying that I have them maxed out and won't let me declare any more. I have enough commandment stones and am only on the base game. From a quick google it seems like this has been an ongoing issue, any advice on how to fix it? I've restarted the game and uninstalled/reinstalled

Save File Locations
Windows: Hit Win+R and paste %appdata%/../LocalLow\Massive Monster\Cult of the Lamb\saves. Your first save slot is called "slot_0.json" your second is "slot_1.json" and the third is "slot_2.json".

Mac: From Finder up top, hit Go > Go to Folder... which will default to Library, then hit Application Support > Massive Monster > Cult of the Lamb > saves. Your first save slot is called "slot_0.json" your second is "slot_1.json" and the third is "slot_2.json".
