I had this problem as well until I got a good graphics card, for some reason all those menus eat up way more GPU than the rest of the game.

My graphics card is 1070ti

I play Diablo IV with 1070ti, but not lag at all.

I'm assuming you're good on RAM as well?

IDk, Maybe it's an optimization issue.🤔

Tried checking real quick, having the upgrades menu open uses twice as much GPU (if not even more), compared to the rest of the game.
