no. the first couple of fugitives had negate healing as a negative effect, so you could use lamia to remove it and then apply reverse healing to kill it

but if the reverse healing missed, you ended up healing the fugitive instead

so then they changed fugitive quirks to include negate healing as a trait instead of a negative effect
