There are tiles which can either contain a green gem bag, which is the lowest ranking rewards, a red gem bag, which is medium tier rewards, and a purple gem bag which has the best rewards in terms of food, gold, and gems. One tile out of the entire bounty hunt board will have the "fugitive" which is the monster you kill. Most tiles will have no rewards however.
