Legendaries got way too good and complex for their own good during 2018 and after. It went from a counter vs counter meta to broken vs broken meta, I the end f2ps couldn't actually progress due to the limitations Forsaken held originally. Would've killed the game if they progressed any further with it. Mythics were a quick eject and then a way was found to outclass them and slowly get rid of them... some still stick around even new via gimmicks.
