How does the BH AI choose the skills to use?

I'm trying to make one of my monsters use a specific skill round 1 but it rather uses another or even one of the weak starting ones.

Maybe context helps:

I want Jock to use his evasion skill round 1 to prevent the enemy SC but he keeps on using other skills.

He does do it on round 2 but as the fugitive applied blind as SC damage becomes heavily lucky and I'd rather not.

Which means I don't tend to get further then like 25 but also never go for the 40 gems.

By using math I've settled on the idea that picking the vase the monster was in the floor prior gives the highest chance of it not being in there again.

1/4 of it being in there.
3/4 of it being in another.

It gets more tricky at the first 2 but those aren't impactful to lose.
It also gets more tricky after price floors or after having a trap free floor from using gems.
In those cases it's slightly luck yeah but I like to go with the lowest value price the floor prior, so primarily the food, gold or silver key thing.
