Try contacting tapjoy support again, sometimes a different person might answer. Tapjoy says you broke TOS but never what is it you did wrong.

Someone else here had a same problem, they contacted Tapjoy, then SP support. SP support verified the proof they sent and confirmed that it was legit. They then again tried tapjoy support and it worked

Buying a single legends pass is not worth it. If you want it you should buy 2/4 that contain monsters in the same pages of a book.
