having no gems leftover makes free entries worse since you wont be able to pay for traps in case of a good run but otherwise it doesn't matter unless you get tilted at bad runs and spend poorly

Think about it, when we had 1 gem there, people(including me) hopefully watched till the end, even after cooldowns to get more gems.

And regarding the 100 gem option dragging more watchers, well it doesn't seem to me that it is wrong in any way.
It would've been wrong if they just kept the 100 gem prize for show and never actually rewarded anyone but they do reward it.
And if someone is watching 5 - 10 ads because he feels like he is gonna get 100 gems for sure from a "wheel with luck based rewards" doesn't seem wrong to me.
