If we are like in two player lobby and you locked it with 7 tiles each assume

And bots appear. Players don't need to do 18 tiles each or 9 hours ( bot tiles count)

If you click on a tile after any tile after 49th tile is flipped then the Fugitive appears
If bots flipped a tile after 49 then the next player to flip will initiate the league
