Imo from what I experienced so far

If you let it be for a while you get lucky the more you spam it the more the goblin pops up

Sometimes it's just about luck tho

Also the worse rewards you have the less chance it has to pop up

And I'm not 100% but I think it has a % meter that goes higher for every turn you don't get a goblin

All speculation but that's how it's been for me ;=;

The more times I exit it with nothing the better stuff I get = you just keep pushing and pray

And it burns through all your gems
