Events offer cells to rank monsters up, ie Bounty Hunt gave a lot of Lloronion cells and you can buy more with the coins
But outside of spending money, doing rusd or getting the cells in the event they're offered in, you have to wait until the monster is rereleased in breeding event or the like and hope you get a dupe egg you can convert to cells or wait for it to be available in cell shop (takes a long time)

The fastest way to get cells is by spending real money(obviously), and excluding events you can get cells from Rank Up Survival Dungeon which is really slow and bad because it gives only 450cells if you complete the whole dungeon for all the monsters combined which you used in the dungeon. And you won't even would be able to get 450cells if you have like R0 orR1 monsters it resests every two days
