Usually through restricted cell dungeons for that specific element when they appear and I believe the elementium dungeons give chests (or they used to if they don't anymore since haven't done them in a while) that give a random chance at any of the elements cells

Or by also extracting same monsters of the element if you have duplicate i.e if you have two light spirits you can extract one and choose whether you want more cells of that monster or more element cells
