When you go to upgrade it says it will either upgrade gold production (normal habitats) and then after that upgrade should be a capacity upgrade, for legendary and mythic habitats the monster capacity will always increase every level upgrade

It will also tell you if it upgrades the capacity by the little monster symbol on the upgrade screen says something like 2->3 or 3->4
