Steamwrath is actually pretty well balanced because of all of the Anticipation monsters in the meta. Plus there are better attackers available. For instance, Hardy or Fampirastral

The point of live duels is to be able to use any cosmic monster you are given. If Steam is the only attacker you are given then use her. But she isn't OP by any stretch of the imagination
