Your observation is correct. It’s because the countdown to the next item drop doesn’t get reset until the pool for that item overflows. In the situation that you’ve described, the pool is full when you hit 8h, and you cleared the pool at 14h. Therefore 2h later (the next 8h) the next item dropped
