I think it's because of the fact that with hunts gunplay (everything one taps to the head, almost everything is a 2-3 shot kill at most etc.) even the worst weapons are always at least somewhat viable, meaning there is less pressure on the devs to change up the meta a lot.

In something like, idk, maybe PUBG for example, less variety causes some guns or attachments to become straight up downgrades from other options sometimes which puts more pressure on the devs to actually change things up a lot

As an in-world weapon, it cannot be extracted or kept in a Hunter's inventory.
Bags of ammo are affixed to the sides and carried with the gun. The Maxim holds 50 Incendiary rounds by default and cannot be resupplied.
