You're part of the community, if you want a better community then you can pitch in. In-game reports are given weight but clear cut evidence (given your confidence in spotting them, I'm sure it'll show up in clips) speeds things up and gets rid of cheaters. If too many people think like you do then the cheaters take longer and longer to get banned. Some people genuinely believe in-game reports do nothing, which is just helping cheaters by tolerating em.
