Easiest way I found was to fill your hunter slots with the same hunter. When you win a match, switch to the next Hunter. Eventually just by playing normally, you’ll get one to 50

Just had a bug where I picked up a dolch p fmj from a dead player, then when I unequipped the fmj it gave me a non contraband version of fmj for dolch

It's scarce, don't think scarce ammo types counts as contraband

Unless you’re going for a specific hunter skin, or the “have 5 lvl 50 hunters at once” achievement, there’s nothing special about lvl 50. You can max out your trait slots around lvl 35 or so
