If someone is doing it on stream then it's proveable, but mostly, the rule doesn't need to be enforceable. Just saying pre-teaming is bannable is enough to scare a lot of if not most people off. Or if people are admitting to it in the discord that's quite the hint..

You can be pretty certain someone's pre-teaming if they do it with the same person over and over and over and route directly towards each other in each match. There are behaviours like that that give it away. You coul argue that it doesn't tell you for certain, but you can almost never tell for CERTAIN when it comes to cheating. That's why bans can be appealed in most games, and why people are often banned even though it's not certain they're, wallhacking for example, if the behaviour is suspicious enough to say it's extremely extermely extremely likely. And why false bans happen.

There are also ways to hide it. Not pathing directly to each other, not teaming too many times in a row with the same players, shooting at each other and intentionally missing, faking conversations in game chat, etc.
Walling has similar ways to hide it. Not tracking players through walls, avoiding too much wallbanging, intentionally missing shots, using tracking tools like stalker beetles to cover it.

This "outside communications" you refer to is akin to what the wallhacker sees (boxes or outlines around players, etc). As in, it's the thing that is giving the player the advantage, that cannot be seen by others.

Intentional teaming can be seen in gameplay to an extent, but it's not as clear, imo. Crytek will obviously have access to more of this information than us, but there's more you can find out in relation to wallhacks.
If you spectate people teaming, you don't know what their communications were prior, you only have that specific time period and anything spectated after. With cheats, you also have the time spent spectating to watch them fight and see anything suspicious in gunplay, but you can also look at things outside the match itself that are a bit more concrete: account age, excessively high KD, potential bans on their account, playtime relative to their skill level (which is a bit subjective and could indicate smurfing rather than cheats). Seeing someone on their friends list is a good clue, but then you have the uphill battle of making the case it's intentional vs happenstance.

At that range an arm shot would have done like 100 damage.
The bow has no body part penetration. So if they’re holding their gun up ads and you hit their arm. It’s an arm shot.
