Ah, I have an answer for this. So, the HS team doesn't want you to wait too long for a match when queing. If it starts to take too long (more than 2-3 minutes), they'll put you in a match that most closely resembles what you want to play. That's why you'll find matches that better match your criteria during high pop times vs low pop times. Pretty neat.
