The only reason why people haven't grown tired of PvE arc is because you can still do the gameplay loop and progress the game. The hideout, the quests are all tied to exploring and killing arcs and looting.

if it doesn't just load you in like normal i imagine the only fix is likely to be breaking up party and trying again

I mean in my remaining squad we have 2 long term FPS players, and the third who has never been much of an FPS player traditionally, and he suffers for it. There isn't much you can do. So many things have to line up for a person to like a particular game enough to invest significant time in it.
