The whole point of bleed is that it does more than just putting your enemy in 1-shot territory. It forces them to actively do something to prevent death.
The point of dumdum is that your enemy has to actively stop the bleed. If they are always left on 1 HP they don't have to do that which completely removes any advantage dumdum gives you.

If you hit someone with a normal round for say, 120 damage you are leaving them at 30 hp. They will die in one shot until they heal. Whether dumdum reduces that to 1 HP or not does not matter because 30hp and 1hp are both 1-shot territory.

Incendiary can make you weaker in the long run but you wont die and can still fight. No pen, same MV and you can explode barrels in 1 shot
Poison tho ? Only makes you unable to heal for a while. Still needs another shot while you lose all pen and cant even blow up barrels. Not to mention poison is completly useless if they have antidote shot (4 shot boon).
Solution: make regen shot have a effect on bleeding, either making it not escalate OR make it stop after a while

Dumdum is essentially infinite damage, if you can apply pressure when in close enough proximity, you can relatively safely stop them from being able to stop the bleed so it makes any gun with dumdum a guaranteed kill when played right
We had a trait synergy with blazeborn pact that made bloodless auto stop bleeding after a bit of time and honestly I want that back

In general i wish this game had more thigns you can only find in the map, so dying can be a bit more detrimental since you loose your cool equipment

"scope" deadeye is like a holographic sight on cod or smth for me, its much better than the original crossbow irons. (i refuse to learn crossbow irons)
