The only other thing I can think of is background software.

I had a hd2 ban because I had a dev server deployed and running scripts and doing its testing/deployment cycle in the background and their anti cheat didnt like it.

But they managed to resolve it eventually

background software is more likely to trigger an automated EAC flag. Like, EAC can flag VMWare or AutoHotkey. But that doesn't show on Steam as a "developer ban", those are manual IIRC
