I don't think dual pistols rely on luck and not skill, although luck is a factor

their spread is centre-biased and the more central your aim is, the more likely you are to hit your shots. In that way, you sometimes need even more precise aim than a perfect accuracy weapon in order to land shots consistently within your consistent hitting range. On top of that, the consistent hit range on most dualies is much farther than most people think, you just need perfectly central aim to get that use out of them
